Responsible for: providing professional and technical HSE expertise, direction and guidance to the project

Location: Construction site office in Beringen

ENKA Investment AG is seeking an HSE Manager for its planned data center project in Beringen, Schaffhausen. You will lead site health, safety, and environmental management across construction and commissioning, working closely with local project leadership, subcontractors and ENKA’s headquarters HSE team in Istanbul.

Required Knowledge and Qualifications

  • A degree or recognized professional diploma in occupational health and safety, engineering or a related field.
  • At least 10 years of construction HSE experience, including at least 3 years in a leadership role managing HSE personnel and coordinating multiple subcontractors on a major project.
  • Experience in energization or commissioning while construction activities were still in progress. A clear understanding of the transition from construction to live systems is essential.
  • A working understanding of Civil, Structural and Architectural (CSA) and Mechanical, Electrical and Plumbing (MEP) construction risks, risk assessment, work permits and hazardous energy controls.
  • Proven ability to lead investigations, challenge unsafe practices constructively and secure corrective action from project teams and subcontractors under programme pressure
  • Professional working proficiency in English and Turkish, spoken and written. (German is a plus for local site coordination), English the international project team, and Turkish daily meetings and reporting with Istanbul headquarters.
  • Strong reporting and document management skills, with experience using digital HSE systems and practical performance measures. A site-based approach and the ability to coach a multicultural workforce are essential.

Main Duties and Responsibilities

  • Lead the project Health, Safety and Environment programme from site mobilization and civil works through mechanical, electrical and plumbing (MEP) installation, energization, commissioning and handover, working with project leadership and ENKA’s headquarters HSE team.
  • Develop and maintain the site HSE plan, responsibilities, risk registers and assurance arrangements in line with Swiss requirements, project procedures and applicable client obligations.
  • Work with the Design Manager and construction leads to review design and sequencing risks, temporary works interfaces and safe access for installation and maintenance.
  • Coordinate subcontractor HSE plans, competence checks, inductions and method statements. Verify that each party controls its own activities and that interfaces between trades are addressed before work starts.
  • Monitor high risk construction activities, including excavations, temporary works, lifting operations, work at height, floor openings, steel and façade erection, hot works and confined space entry where applicable.
  • Work with electrical and commissioning leads on permit to work, hazardous energy control, lockout/tagout, access restrictions and the separation of live systems from ongoing construction.
  • Check that safety arrangements cover heavy plant installation, generators, UPS and battery systems, cooling equipment, pressure testing and associated fuel or hazardous substances, as applicable to the design.
  • Maintain a strong site presence through inspections, audits and workforce engagement. Stop unsafe work, escalate significant risks and verify effective corrective action before authorized work resumption.
  • Lead incident and near miss investigations, identify underlying causes and track corrective actions to closure. Maintain reliable records and report trends that support prevention and open reporting.
  • Coordinate occupational health controls, welfare arrangements and environmental measures, including dust, noise, heat, waste, site water, spill prevention and relevant permit conditions.
  • Develop emergency arrangements with site teams and relevant local services; organise drills and confirm that plans remain suitable as construction and commissioning conditions change.
  • Coach HSE personnel and subcontractor supervisors, deliver practical briefings and ensure that safety instructions are understood across a multilingual workforce.
  • Attend daily coordination meetings with ENKA’s Istanbul headquarters HSE team in Turkish and provide daily risk and action updates, together with regular project performance reports.
