Responsible for: Responsible for functional management of quality assurance within a global business unit. Establishes and maintains contacts with engineering, procurement, construction, project management, administrative services, test, operations, other organizations, client quality management and regulatory agencies as required to fulfill quality commitments. Staffs the responsible function with quality personnel and may be responsible for indoctrination and training of quality personnel.

ENKA Investment AG is seeking a QA/QC Manager for its planned data center project in Beringen, Schaffhausen. You will lead quality assurance activities across the building and its critical systems, working closely with the Swiss project organization and ENKA’s headquarters in Istanbul.
Required Knowledge and Qualifications
- A recognized degree in an engineering or scientific discipline or equivalent, or specialized courses in engineering, quality, personnel administration or a specialized discipline
- Practical work experience as a project quality manager or in fields of engineering, procurement, construction, testing, operations, commissioning, or business administration
- Technical knowledge in the application of engineering, environmental, procurement, construction, testing, operations, and commissioning practices sufficient to comprehend specified engineering, environmental, procurement, construction, testing, operations, commissioning, and regulatory requirements.
- Professional fluency spoken and written Turkish, English are essential. Turkish is required for daily technical meetings and reporting with ENKA’s Istanbul headquarters; (German is a plus for local coordination); English for the international project team and technical documentation.
- Knowledge of quality principles and their application to engineering, environmental, procurement, construction, testing, operations, and commissioning.
- Knowledge of the application of corrective actions to nonconforming conditions.
- Knowledge of regulatory requirements and functions which impact the quality program/plan.
- Knowledge of company policies and practices regarding personnel actions.
- Proficiency in oral and written communication; strong leadership and communication skills.
- Proficiency in providing direction and on the job training to assigned personnel.
- Proficiency in establishing and controlling budgets.
Main Duties and Responsibilities
- Directs the activities of quality supervisors and project quality managers
- Provides operational and technical direction to the quality personnel
- Maintains contacts with engineering, construction, procurement, administrative services, testing, operations, other organizations, project management, client quality, and regulatory agencies as delegated to implement corporate quality policies and procedures.
- Staffs projects with sufficient numbers of qualified quality personnel to meet quality program requirements.
- Develops and recommends procedures and instructions defining responsibilities and functions of quality personnel assigned to projects, to provide the required programs/plans with minimum schedule and cost impact on design, procurement, construction, testing, and operations.
- Reviews and provides comments and/or recommendations on project quality program/plan and project scope changes affecting quality, so that mandated quality levels can be met.
- Directs the implementation and administration of the quality assurance program/plan policies on projects to ensure achievement of quality goals.
- Prepares periodic reports for approval on the effectiveness of quality programs on the projects, and provides direction for resolving quality problems requiring special attention.
- Develops the quality staffing requirements, cost estimates, staffing forecasts, and budgets for projects.
- Establishes and directs quality assurance scope definition for projects and proposals within the quality assurance discipline.
- Conducts periodic staff meetings to monitor progress and status of quality assurance activities.
- Provide initial indoctrination and training to quality personal and ensures that training continues on project assignments through additional training sessions as required; monitors quality assurance effectiveness to assess the need for additional or refresher training programs.
